As they are right now, conversation tags are mentioned to be individual to each user. So if one person where to tag a conversation, the others participants don’t see it.
Is there any support for a shared way to tag a conversation or group chat so all the participants see that tag?

Conversation tags are user-specific tags while the user & group tags are for all the users. In your use case, you can add a tag to a particular group & all the members of the group will be able to see that tag. You can fetch the group tags while fetching the Group List as well as the Conversation List. You can also filter the conversation list based on the user or group tag as well.
